in our instructions to people on how to implement an ODD processor,
yes.

working assumption is that

  - in DTD its #PCDATA
  - in XSD its @mixedContent=‘yes’
  - in RNG its <rng:text>

discussion of the rather more interesting issue of non-text datatypes.
