Assuming you're referring to the list/label/item issue, I found this 
ticket, which seems to have been closed without comment:

That was before I was in Council; I don't recall our discussing this 
when we dealt with list/@type/@rend; and I don't remember any other 
discussion of it (which may just be my memory). Remind me, when did we 
talk about this?
