[tei-council] UVic Jenkins temporary issue

Hi all,

Because of the shellshock vulnerability, I've shut down the Apache 
server on teijenkins.hcmc.uvic.ca. That means you won't see anything on 
the plain URL, but you can still access the Jenkins server on port 8080:

<http://teijenkins.hcmc.uvic.ca:8080/>

Once the patch is available I'll update and restart Apache to bring the 
regular URL into operation again.
