[tei-council] Take a quick look through the Guidelines

Did anyone else on Council have a thought about whether the 
verbose specDesc listings is a good or bad idea for the Guidelines.

If I don't hear lots of positive "keep this, it is great to be 
more verbose"  I'll go turn it off.
