[tei-council] <patch> element -- WTF?

Blimy. How do you encode a patch without <patch>?

It was part of the "genetic encoding" recommendation that was wrapped
into transcription of primary sources years ago. Why didn't <patch>
make it in? I note that it is not a member of any model classes.
