[tei-council] Take a quick look through the Guidelines

In IE, the first item number in
http://tei.oucs.ox.ac.uk/jenkins/job/TEIP5/lastSuccessfulBuild/artifact/release/doc/tei-p5-doc/en/html/HD.html
is overlaid on top of the list. The bullets in
http://teijenkins.hcmc.uvic.ca/job/TEIP5/lastSuccessfulBuild/artifact/release/doc/tei-p5-doc/en/html/CE.html
(which is what the ticket was complaining about) seem fixed though. Need
same fix for <ol>s too?
