[tei-council] changing TEI XSL stylesheets

Following on from today’s discussion, here’s a challenge.

Syd pointed out that he’d like a popup on the links
to elements and classes in the Declaration section of
eg http://www.tei-c.org/release/doc/tei-p5-doc/en/html/ref-trailer.html
showing the objects gloss or desc.

This seems like a good idea. It would be implemented by
adding a title attribute to the HTML <a> element containing
the appropriate text.

The task, then, is to  understand:

* how and where these reference pages are created
* where the links from items in the declaration are made
* how to get the gloss and desc in there
* explain to someone else what you found out

Is that fair? it seems fairly representative of the sort of 
issue that will be raised about the TEI stylesheets as they
affect the Guidelines.
