[tei-council] Wot is wrong with my ODD?

I'm using what's current in Oxygen 16, which I just installed, so 2.6.5 
of the add-on. I was just thinking I'd try the latest checkout from the 
git repo but the build is broken on Jinks, and I can't find out how to 
run that transformation anyway -- where do all those tei2rng and similar 
aliases end up?
