[tei-council] TEI member's discount / Oxygen

Back when I was handling this it was a "permanent" discount -- SyncRO
never had any intention of removing it -- but the code itself had to
be updated every year.

I do not know what the deal is now, but treasurer John Unsworth is
most likely the person to ask.
