[tei-council] p5 archaeology

Can't we just manually generate a p5subset.xml for each of those earlier versions (with att.global expanded) and add it to the vault with a note mentioning it wasn't in the original release?

thats fine. but you _can_ use @source down at a low level, so if you get module "core” from 1.7.0 and “figures” from 2.1.0, things
are not going to be nice.

I am not seeing a clean way at the moment to manage that att. global thing
