Ian did have a cron job restarting everything, but it was causing the 
tei-c site to disappear from the web every day for five minutes at 
least, so I argued against it. If Tomcat is unable to survive without 
daily reboots, though, I guess we need to go back to it.

This really puzzles me. Are they running an ancient Tomcat? version 7 
doesn't seem to have this sort of problem.
