[tei-council] Roma returns error: unable to create new native thread

I don't think that the "tei" user that Ian set up has the power to reboot. I 
don't see any virtual machine options on the admin panel at 
https://digitalhumanities.org:8443/.

Maybe discuss with John U. whether to add a Council member as a backup sysadmin?
