[tei-council] Roma returns error: unable to create new native thread

I logged in to the Plesk console that controls tei-c.org, and it looks like disk 
usage is not the problem--it's showing 30.3 GB used of 50 GB available.

I don't have permissions to restart Tomcat, I don't think.
