Makes sense, but when has to worry about the poor ODD processor. It
has to figure this out at build time.

We have three:
  @active, @mutual of <relation>
  @include, @except of <moduleRef>
  @key, @url of <moduleRef>

But that, of course, doesn't mean non-TEI languages that want to take
advantage of ODD won't use it a whole lot.
