[tei-council] Update of oXygen-ready distribution

ok, so this step should be added to TCW22, as well.
* clone  /var/www/vhosts/tei-c.org/projects/tei/web/Vault/P5/x.x.x/oxygen/updateSite.oxygen from an older version
* adjust the package location at <xt:location>
*  increment  <xt:version> — How to increment? (I see you went from 1.2.12 to 1.3.12?)
