Not directly, but you need to be able to copy files there, so you 
need to have been made a release technician.  Most members of 
council already are and any SourceForge Admin (Lou, Sebastian, 
Martin and me) can make any 'developer' a release technician by 
click a list at:
https://sourceforge.net/p/tei/admin/files/releasers/

I've already done this in your case.
