[tei-council] chilling before release, warming a little

Though we are in chill state generally, I will have  to make another Stylesheet release,
due to an unacceptable bug found by Louis-Dominique (https://github.com/TEIC/Stylesheets/issues/8).
Obviously, I will monitor the effect (none, I hope) of this on P5 as it runs now.

Syd, are you ready to check in your Schematron extraction thing?
