I may be misunderstanding, but this seems like it might tie us down
later on. What if someday we want a <scheme> or <unit> element? Or
what do we do with ident=s of the current <org> and org=?

I'm wondering if we wouldn't do better to have a single name space
for each *type* of identifiable object.
