[tei-council] Attributes in no namespace

I feel slightly cynical about the chances of changing XML, 
as regards attributes or namespaces. There just isn't a widespread sharing of how we think of attributes as first class objects which could get shifted around with their own semantics.
Attributes are treated in element context, and people work around the problems.

I have 100% sympathy with martins frustration that he can not distinguish HTML @style from TEI @style, but I can't imagine a successful campaign for XML 2.0 based on this. Nor can I imagine almost any software vendors supporting an XML 2.0 in my working lifetime... I can imagine an alternative, incompatible, format more easily.

But hey who knows. If someone wants to start a full scale campaign, I'll join.
