[tei-council] 1 mediocrely placed rule, or 3 well placed ones?

I am only following email on an ipad on holiday, so can't really give this full attention, but no, I can't see any downside to your change.

I wish I could comment on the validUntil thing, but that needs extended concentration! I would suggest diffidently that we not commit to any major decisions on this during a common holiday season
