by the way, the wording
"The TEI-C may drop support for the relationGrp element as early as 2014-06-17”
seems a bit odd. why the vagueness? why not
"The TEI-C will drop support for the relationGrp element after 2014-06-17"

thats my problem, I was working on document authors last night
and had not resolved the epub problem

right, which is what the default Makefile  target does. why are you getting
involved in PDF building?
