[tei-council] tei/oxygen framework

Ah, OK, another 4 mins waiting, and it eventually installed. I had to 
agree to accept something that wasn't properly signed, but I'm used to that.

Now "Manage add ons" tells me I have version 1.2.9 of the TEI P5 
framework installed. Should I be a happy bunny now?
