[tei-council] Google Code deprecating downloads

 From January 15, 2014, we will no longer be able to create new download 
packages for Google Code projects:

<http://google-opensource.blogspot.ca/2013/05/a-change-to-google-code-download-service.html>

That will affect our oxygen-tei project:

<https://code.google.com/p/oxygen-tei/>

We'll either need to discontinue downloads (on the basis that people who 
need it can get the package as part of Oxygen updates), move the project 
to somewhere like GitHub or SourceForge where downloads are still 
allowed, or set up a script to build and upload the package to the SF 
downloads area (as we currently do with the Stylesheets project on GitHub).

Any thorts?
