[tei-council] Drafts of new Guidelines sections

Why not just use Subversion branching for this big revision? I don't feel
confident enough to give a recipe off the top of my head, but thats what
VC systems are for. Its a bit easier in Git, but SVN is more than capable

the figs/  is from an example, so not relevant here
