sort of. you can use the @source attribute on <schemaSpec> to point to
eg http://bits.nsms.ox.ac.uk:8080/jenkins/job/TEIP5/lastSuccessfulBuild/artifact/release/xml/tei/odd/p5subset.xml
and you _should_ get the right result. so the punter would
have to download and edit the customisation file, then upload to Roma again

(untested…..)
