[tei-council] streamlining release procedures

Ant is 1.8.2 on my Jinks server (Ubuntu 12.04), but only 1.8.0 on my
Lucid (10.04) desktop. In Debian sid it's 1.8.2
(<http://packages.debian.org/sid/ant>). Is it essential to support squeeze?
