[tei-council] Some working papers the new Council members might like to look at

Hi all,

I've just added Elli to the TEI project on sourceforge (Hugh and 
Syd already had access).  The main task that new members should 
do is make sure that they are able to edit the guidelines, commit 
changes, and see them build on Jenkins.  See the list at:

which probably needs some expansion.

Whenever you have any questions post them here and we can improve 
that document!
