[tei-council] whither HTML of Guidelines and @lang

when I switch to HTML5 for the Gidlines, I get errors like

	Error: Bad value “70%” for attribute “width” on element “img”: Expected a digit but saw “%” instead.
	From line 1273, column 118; to line 1273, column 261

which puzzles me. why can't I have a width of 70% for images?
