[tei-council] Uploading files to the WIKI

The wiki no longer allows anonymous editing; instead, everyone has to 
create an account.  That explains why what James did didn't make a 
difference.

Even though I agree with Martin's recent message that this isn't urgent, 
I think we should try to upgrade MediaWiki anyway so that we don't fall 
too far behind in versions.
