[tei-council] UVic Jenkins temporarily down

We've just brought down the UVic Jenkins server to increase its memory, 
and we're having a little trouble getting it started again (related to a 
VMWare license key). Talking to our sysops about it now. Hopefully we 
should be up and running again soon.
