Thanks for the translation, Lou.

We need announce this in public.  We know from the question on TEI-L 
about updating <oXygen/> that at least one person grabbed the latest 
release, so we shouldn't lead them astray but not telling them that what 
they have doesn't match what is now available under www.tei-c.org/release/.
