[tei-council] Commit Freeze for 2.2.0 lifted

Hi Council,

The freeze has been lifted, release 2.0.0 is accessible, so now let us
rejoice and commit like crazy.

I would like to stress that without James and Martin, this would have
been an absolute ordeal. Thanks to their help, everything now works.
