[tei-council] oxygen, schematron

I must admit I don't really understand where this is going, and it's 
going a bit fast for me to know whether I think it's a good idea or not, 
so one thing I will do is to document it for myself when it's all over, 
and add it to one of the TCWs. I never understood the original directory 
structure anyway, so I'm sure this is going to be an improvement.

Are we going to be requiring Oxygen users to process a bunch of files 
through XSLT to get latest templates for use in Oxygen, though? That 
seems a bit harsh.
