[tei-council] Schematron embedded in RelaxNG

Can you point at the rng and tell Oxygen to expect schematron? (Of 
course the schematron implementation is pretty crude anyway, and won't 
give you auto-complete assistance or anything, but validation is better 
than nothing.)
