[tei-council] tcw20.xml (Editing the TEI Guidelines): Attention David

The problem with what you added doesn't seem to be the use of 
exemplum/egXML per se. Rather, it looks like something in there is 
triggering a Java parser bug. I'm in the middle of a process of 
elimination to try to figure out what's going on.
