[tei-council] TEI deprecation practices

Thanks to those who've commented so far.  I've moved the comments to

so we can keep track of this conversation more clearly.  I think we 
might need to discuss this in Oxford in order to rationalize our process 
so that next time we contemplate "deprecating" something, we're all 
clear on what that entails.
