[tei-council] extra artefacts

I am happy indeed to write the paragraph or two explaining what the extra artefacts are that we can offer,
along with the ones we already have

but that needs some careful, thought, no? I mean, where do people expect to read
what they will find in every release? not in a wiki, I hope and pray. 

have I forgotten some document which already explains this?
