I just noticed that the "Future Developments" section of the "About
these Guidelines" chapter of P5 makes reference to a version numbering
system with two parts:

We now have ONLY three-part version numbers using the Unicode
Consortium's system, right? That is, whatever we were intended when
this was written no longer applies, right? If so, I'll revise this
ticket to reference the Unicode system, just as I did in tcw22 and
data.version.xml.
