[tei-council] changes to data.pattern?

All,

I have a note to self from Ann Arbor that says, "Create a ticket that 
ref-data.pattern.html should have a reference to W3C for each of the two 
members moved to here."

However, I can't find any action item in which we were going to put 
things in data.pattern, and I can't find any change in SF indicating 
such an action.  Does anyone recall what we were going to move to 
data.pattern and who was going to do it?
