[tei-council] Jenkins build failures are my fault

Just letting everyone know that I'm pretty sure I'm responsible for the 
Jenkins build failures, but I won't be able to fix the problem until I 
get to work in a couple of hours. Sorry about this. It's my first 
attempt to add a test for a Schematron constraint, and I seem to have 
screwed it up.

But there will be documentation arising out of this experience. :-)
