[tei-council] Location of <app>s for external apparatus

I suggested  a sibling of <text>, alongside <sourceDoc> and <facsimile>, because its not in the natural reading order [1] (<text>)
but neither is it metadata (<teiHeader>). It's definitely content, either editorial or standoff, not supporting material (Imho).

for names, I'll add <dataBlock>, <dataDoc>, and <linkDoc> to the mix

btw, why do we want <listApp> and not <appGrp>? I can never remember the difference
