[tei-council] @xml:lang on <egXML>

While implementing that ticket, I found a couple of <egXML>s in 
CO-CoreElements.xml which have xml:lang="en" but whose text isn't in 
English.  It seems like an error, but it also seems so obvious that I'm 
wondering if @xml:lang serves a special purpose on <egXML> having to do 
with Guidelines internationalization.  Could anyone shed light on this?
