[tei-council] Addition to HD re schemaSpec in encodingDesc

Hi Martin,

This looks good to me.  Potentially it is possible to embed 
multiple schemaSpec, which I assume would just mean that you are 
storing multiple ones there.  (i.e. one document may have 
different schemas at different points in its workflow.)
