[tei-council] removing and renaming XML files

The following XML files appear to no longer in use, I would like to 
remove them (preserving them in the subversion history, naturally):

P5/Source/Guidelines/en/SH-OtherMetadataStandards.xml
P5/Source/Guidelines/en/TE-TerminologicalDatabases.xml
P5/Source/Guidelines/en/PARTIND.xml
P5/Source/Guidelines/en/DT-ObtainingSchemas.xml
P5/Source/Guidelines/en/IN-RulesForInterchange.xml


I would also like to rename:

P5/Source/Guidelines/*/DI-PrintDictionaries.xml

to

P5/Source/Guidelines/*/DI-Dictionaries.xml

because this chapter covers born-digital dictionaries too. I don't 
believe that this will change the resulting output, but may change the 
way that we think about it. The name would also need to be updated in:

Documents/Editing/tcw-editing.xml
P5/Source/guidelines-*.xml
