Only because I want to make sure that if someone filled out his term,

The "whole thing" is revising FM1.  In going through the TEI-L archives 
and especially minutes of past business meetings, I see that we've 
alternated between 6 and 4 people from as far back as I can find record 
of elections to Council.  It implies that when the Council was first 
constituted, we didn't evenly divide its membership into one- and 
two-year terms.  I find this suspicious and wonder if the solution could 
reveal an error of some sort in the list of Council members in FM1.  But 
I'm not going to worry about it.

Right, the sentence in need of revision deals with editors serving ex 
officio on the Council.  Were the editors (2000-08) appointed by the 
Board?  Elected by the TEI-C membership?  Something else?  This affects 
how I would revise the sentence for clarity.
