[tei-council] New document describing release steps

I've made those changes, except the one to the tei-install.sh script. I 
agree that it's a good idea, but I'm slightly worried about what might 
happen if someone had inadvertently failed to update P5/VERSION 
correctly, and then ran the script. We should think about that a bit.

I've now published the document on the site. (GRRR.)

Does anyone have any objections to my editing TCW20 to remove the old 
release instructions and point to the new file?
