if you use <ref>, you (the author) dictate what the cross-reference text is. If you use <ptr>,
it is calculated for you. so <ptr target="#durlach"/> generates "Figure 11.1" or whatever.

I would seldom use <ref> myself in born-digital writing. 

W3C never seemed to cotton on to this sort of thing. They probably still believe in
"follow <a href="#there">this link</a>".
