[tei-council] A major change: xml:lang="kr" -> xml:lang="ko"

Just running a major change by everyone:

According to our new language subtag bible:

<http://www.iana.org/assignments/language-subtag-registry>

the language code for Korean is "ko", not "kr"; "kr" is the subtag for 
Kanuri, a language spoken in Africa.

So I'm going to change all instances of @xml:lang="kr" to "ko". There 
are nearly 2,000 of these, so most files will end up changed. I just 
wanted to alert everyone to this, and also to give Sebastian a heads-up, 
in case there's any processing with regard to showing the glosses for 
elements from their specs which depends on language codes.
