[tei-council] naming conventions

I think this information more properly belongs at 
http://www.tei-c.org/Activities/Council/Working/tcw20.xml#body.1_div.6_div.3 
(and in the same place at P5/Source/Guidelines/en/style-guide.txt), but 
if others prefer it in P5, I can live with that.
