[tei-council] Fwd: Xpointer (was Re: Budget and Cost Saving for next year)

I know how much Laurent loves procedural rules, so I will just mention 
that in the olden days we had several concerning the formation of 
workgroups. The only two which I think were really important were

a) there should be a brief document on the website stating explicitly 
the intended objectives or remit of the group

b) there should be a brief statement from the chair of the workgroup 
saying how he intends to achieve (or modify) those goals. Also, 
especially if money is involved, who the members of the group are.

That document needs to exist, I suggest.
